/usr/lib/gcc/armv7hl-redhat-linux-gnueabi/4.9.0/plugin/include/config/arm/arm.h
has in it 
#include "config/vxworks-dummy.h"

which i think either needs to be wrapped in an ifdef or the file needs
to be provided. either way it is a gcc bug.
