Perhaps the tmpfiles entry for /etc/resolv.conf should be moved to a
systemd-networkd tmpfile entry? Then, if you do not install that it's
assumed NM or whatever will create the entry, if you do, it can then
manage that file that gets created.

Is there an upstream bug or discussion we can look at? 

Yeah, I was hoping to get a nice rawhide Xfce 4.12 image to test with
today, but of course it hit this bug and didn't get created. ;(
