This is interesting.

This patch for Anaconda runs grub2-mkconfig twice when media is live +
/boot is on Btrfs.

and fixes this blocker bug:

Boot fails because grub initrd entry isn't generated

However, on a kernel upgrade I do still run into this:

So arguably since we're allowing /boot on Btrfs, 864198 could be seen
as a security risk if updated kernels neither appear nor are being
used at boot time?
