It is if it changes between say beta and GA because it'll still all
then need another rebuild, hence the question.

Actually two rebuilds because we'll likely have branched.... and it
has to then go through bodhi if it's much later than that, so an order
of magnitude more work hence why all rebases that need rebuilds happen
before branching.
