As outlined in that bug, this has nothing to do with the Telepathy backends and PS, it's just a layout/presentation tweak in the Sugar shell (and indeed, the bug is assigned to sugar, not presence-service). Getting more information from the network, via Telepathy and PS, to the shell would be necessary to take it beyond what you suggest in comment#2, but is not feasible in the short term (i.e. Update.1).
