It is free but I believe the author has placed a non-commercial restriction on it, which makes it incompatible with a number of open licenses. It is written in Ada, and if you ask the author for the source, he will usually send it to you. Once I get it running on my AMD64, I'm planning to see if he'd be willing to go with a more compatible license.
