olpc-configure exists because /home/olpc is not managed by
olpc-update, and to do things like http://dev.laptop.org/ticket/6432.

(Also, in the case of /etc/sysconfig/i18n, as a means for bernie to
make build image changes without patching pilgrim.)

I fail to see the relevance.
