I've tracked this down to commit 395c555e6f927 ("Don't twiddle with serio hardware during resume (#9779)"; [1]) which was supposed to fix OLPC#9779 ("Wakeup key is repeated"; [2]). After reverting that patch it works fine again.Suspend works but keyboard/mouse no response when resumed.
