[OMPI devel] 1.4 first plans

In the Dublin meeting, we talked about first plans for the v1.4  
series.  Our thoughts are up here:

These are all preliminary; they are subject to change.  Indeed, the  
feature list is pretty long right now -- I can imagine that some of  
those get cut before v1.4 gets out the door.
