This issue should be resolved thanks to r27526. plm/rsh was incorrectly
interpreting all OMPI_* environment variables as mca parameters (including
OMPI_COMMAND-- -mca AND command-- and others) and adding them to the orted argv.
r27451 and r27456 are now r27527.
