A few notes for those of you who were not on the developer call today:
1. Ralph is going to be out for a few weeks. Since I'm the v1.10.x gatekeeper,
I'll be standing in for him as release manager.
2. The Intel Parallel Studio 2016 change in behavior regarding the !GCC$ pragma
is an important-enough forcing function to start the release process going for
v1.10.1.
3. Please review the proposed NEWS bullets and .so version number updates for
v1.10.1:

4. I'd like to make an RC by tomorrow or so.
