I see that you also emailed MPICH with the same question. I'll reply with more-or-less the same response: I am not a lawyer, and this is not legal advice, but Open MPI has a very permissive license (see the LICENSE file); you should be able to use it in your research without any letter of support from the Open MPI community.
Note, too, that this mailing list goes to several hundred people around the world. If you are looking for a letter for support to include in a funding proposal, you might want to be a bit more targeted and ask someone who is familiar with you and/or your specific work.
