Hello there,

Thanks for showing the right guidance, which I found that Administrator !=
all user mailbox. The link below, made me set the rights for the users, so
if any new student like me be facing the same problem may refer to this
link.

What I did, is I created a new user and assigned it all the mailstore
rights. So that user is able to fetch all others users in the Exchange
organization now.
