Not at this stage. We can do some transfers, but not bulk-move an entire server. We do (or course) plan to do this type of thing in the longer term, but such tools do not currently exist.
I would caution you that openchange server isn't ready for production at this stage. The current releases are developer preview / technology preview only, and there are significant known issues.
