atomic: always use stdatomic.h if available
Do not use our atomic operations if the standard ones are available.
This prevents redefine compile errors of the atomic_* operations.

mem/module_info.c: Clean up includes
This series of commits fixes mem/module_info.c atomic.h redefinition
