[presence_xml] fix bogus dependency to xcap module
Even if force_active is ON (so no xcap rules are needed), the module still
required binding to the xcap module.
Now, the dependency to xcap module is conditioned by the setting of the
`force_active` and `pidf_manipulation` modparams
