aaa_diameter: Fix PKG malloc usage with threads
Avoid using pkg_malloc() in freeDiameter callbacks which can be
concurrently called from various worker threads. Use a thread-safe
allocation function instead, such as system malloc().
Also restrict the thread-local cJSON SHM hooks to the operations that
require them and remove a redundant protected hash lookup.
