[sipmsgops] fix mime checking for un-recognized mime types
The function has_body_part(), remove_body_part() and get_updated_body_part()
had bogus behavior for mimes not recognized by OpenSIPS.
Right now we do a fallback to string-based mime checking if the mime is not
recognized.
Closes #4129
