I have tried
localectl list-keymaps
it works.
but then when I try to load a keymap
localectl set-keymap dvorak
or
localectl set-keymap --no-convert dvorak
command exits but layout is not changed.
I have also tried to load X layouts with
localectl set-x11-keymap "us(dvp),am" pc105 "" grp:alt_shift_toggle
does not work too.
