It doesn't get written at shutdown. I think ntp-classic used to do that a
long time ago. I remember some comments about fixing it. I don't remember
the reasoning.
My understanding from the docs was it gets written out sometime after
things have stabilized. The something on the order of once an hour or
so from there on out.
Have I misunderstood that?
