You can talk all day long about things that other people should do or teach users how to find out what those same people actually do instead. Start with http://www.pool.ntp.org/en/use.html then drill down to your continental zone, then the country zone. That will give you something to contemplate if maybe they should chose another nearby zone (in addition to) their own country zone depending on the number of servers listed as currently active. Depending on what you intend to use your stratum 1 clock for, the NTP server of your internet provider (handed out via DHCP most likely) is usually a good enough fallback all by itself. If you're lucky enough to have multiple connectivity then add maybe one additional server per permanent connection.
