It is PCIe and USB, at the same time, on the same connector.  M.2
is weird, it has a ton of key options, supporting different buses.
There is PCIe and USB 2.0 on the A, B, and E key options.

Open up most any laptop, you will find an M.2 Wifi/BT card in there.
The wifi is on the PCIe bus and the BT is on the USB bus.
