It would be cleaner/simpler that way.

Without root, we could do everything but use port 123 and set the time.  
Maybe I'm overlooking something else.  I think it takes another command 
line or config flag to do that.

How good is time on the CI systems anyway?

I'll take whatever we can get.  It's testing.  I don't expect it will ever 
find anything, but if it does, it will be very interesting.

What's the metric for cost?  CPU time or wall clock time?  or ???  It 
should take ballpark of 15 seconds wall clock time and not much CPU time.
