Not necessarily. At this current stage of the communication, MAPI_E_NETWORK_ERROR can either occurs if the host, port are unreachable or if the connection got refused. When I try telnet tcp/135 on the public IP address you mentioned, I can't connect on the endpoint mapper, which means the port is unreachable. Connecting on the remote host using firefox displays an OWA interface.
