Not necessarily. At this current stage of the communication,
MAPI_E_NETWORK_ERROR can either occurs if the host, port are unreachable
or if the connection got refused.

When I try telnet tcp/135 on the public IP address you mentioned, I
can't connect on the endpoint mapper, which means the port is
unreachable.

Connecting on the remote host using firefox displays an OWA interface.
Are you sure you didn't configure your Outlook with RPC over HTTP rather
than RPC only?
