FROM / TO header paramter parsing fixed:
1) TAG parameter must have value, but any other parameters are
accepted
without value
2) removed the NO_PINGTEL_TAG_HACK (long time ago, pingtel phones were
sending empty tag param in TO) - it's conflicting the RFC 3261;
