I it helps, I remember having the same issue on test machines, with debug 3, many xlogs configured, but virtually no load, a.k.a. no messages being actually written to syslog .... In fact, when trying to find the right start-stop-daemon parameters, I was working on a test machine with no traffic at all, and my test sequences were start openser, and as soon as all processes were up, try to either stop or restart it (but waiting for the bootup syslog messages to stop flowing).
