Sergey, sorry for this small confusion, current vzctl is designed to work with RHEL6-based (2.6.32-x) OpenVZ kernel, and right now it cannot work with RHEL7-based (3.10-x) OpenVZ kernel. We'll definitely publish appropriate vzctl to work with RHEL7-based (3.10-x) OpenVZ kernel and surely post an announcement (to this list as well).
