Note that you will not have ovirt-imageio-proxy on Fedora 31 (or 30), since it was not ported to python 3, and we don't plan to port it since we plan to replace it with the daemon: https://bugzilla.redhat.com/1559472 If you can install python 2 and the required packages (if they are still available in Fedora 31) you can run the proxy from source as a workaround. For development you can also use upload_disk.py from ovirt sdk examples if you need to upload disks, it does not require the proxy and is faster.
