Plenty of Wordpress themes and plugins are closed source. I suppose that 
answers the law question.

From the pure "should we or not" side, I wouldn't say we should restrict 
proprietary apps from the ownCloud appstore, paid or not. Clearly indicate that 
they are not open source, yes. Bjt not flat-out restrict it.
