The buzzword you are looking for is kdrive.  It used to be called TinyX.
Hittign up the kdrive keyword along in google does generate a lot of
hits, but it's still a lot of reading to get the right stuff.

A nice example of preparing it for the Ipaq is at

I'll that even a plain tarball of X 4.3.0 sources should have it too.
In my builds I say #define XfbdevServer, not Ipaq, and yours will vary
based on whatever your video device is...

Note that kdrive has been merged in X's source tree, which isn't GPL,
it's MIT licensed. But it's still free so that should do. If you have
very critical needs about rights in derivitive works look out for the
licenses on some of the fonts.  In my case, Bitstream good, unmentioned
good because that puts it under the MIT license, IBM and B&H terms bad.
Again, YMMV.
