Unfortunately this functionality does not exist at present. Many years ago, we did a prototype of something like this, we called it "cross-pool cloning". It is architecturally possible, but there are lots of details to work out, especially in terms of communication between the pools (e.g. when a clone is created in the "child pool", how does the "parent pool" know that the origin snapshot should not be deleted).
