IBP Open Budget Index report 2008/2009 ( http://www.sodnet.org ) was launched in Kenya February 12 2009 by Social Development Network an NGO which Houses the INFONET program whom developed the http://www.opengovernance.info.The program was co-founded by Three techies whom have worked in Development work before across the globe and have experience on Technology shaping development processes.The Budget tracking Tool is being scaled up to the 5 East African Countries through partnerships with Non Governmental organizations and government reform program.SODNET -INFONETtherefore through experience and citizens engagement has had a track record in Technology involvement.. The work that Mysociety.org is doing is therefore very central in shaping up democracies and governance efforts in Africa especially with the Fix My Street model which is informing Specific Service delivery Efforts and advocacy initiatives in my country and Region.We call it Info- activism.This is all possible through partnerships..Because every organization or institution is specialized in an area..when you identify all these synergies and find a suitable way to connect the strengths together ..which in most cases - Technological tools do bests..well the rest you will have to see.. :-)

But I actually think possibly one of the accessible and best budget I know of it the Uganda one which is a government one - http://www.finance.go.ug/budgets_background.php and the most exciting document is -

which maps spending to outputs, in more detail and more clearly than and northern budget I know.

    There's a wealth of experiences on budget transparency websites,
    both govt. led initiatives as well as CSO led. Many recent
    initiatives across the world are very much linked to the current
    financial crisis and the funds that are being committed to
    addressing the economic downturn. Nonetheless, they give a good
    picture of how ICTs are being used in budget transparency.


    In the case of the United States this trend is particularly
    noticed at the sub-national level (i.e. state and local) given the
    reporting and transparency requirements that are set for
    governments in order for them to receive funds. Here's a couple of
    the US state govt. websites that have been considered as good
    initiatives by watchdog organizations:

    http://recovery.wa.gov/


    However, this is not an exclusive US or government phenomenon,
    with other countries and CSOs using the web intensively to enhance
    budget transparency, as the awesome Kenyan case proves so well.


    I am working on a report on the subject at the moment, and I will
    make sure I share the results as soon as they are available. It
    builds on more than 50 initiatives of budget transparency across
    the world.
