I suggested to Steve Coast some time ago that OSM (it was pre-CloudMade) should look at developing teaching aids and programs for schools in order to increase usage and coverage of OSM data. A similar approach to post codes might be fruitful. If 10% of the schoolkids in England plotted their postcode on NPE then we'd all be quids in.
