I'd say it's marginal. The leaflet was certainly published "for the purpose of promoting or procuring the election of another candidate". Given that nobody has been nominated for the General Election, which hasn't even been called, there are no candidates - only prospective candidates. The leaflet doesn't use the word "withdrawal", but "gives up" and particularly "*officially* given up" (my emphasis) would certainly imply that in the minds of many readers of the leaflet. I doubt that the writers intended to imply it, but it's a very careless use of wording. It seems like poor strategy to me.
