Thank you for your response I do agree that we do need more information from 
the local authority about things like how they deal with complaints and what 
their duties are. It might be a good idea to set up a wiki or something for 
local authorities for example what powers they have and a list of all 
councilors and perspective councilors. This will take sometime but I think it 
is worth a try. I have in the past tried to get information from the LA and it 
is not easy than it can be expanded to other things like PCT.

But I'm not saying it should/would disappear but I think we can create a tool 
that makes it that more accessible to people to understand. It's not all or 
nothing. It's a melange. A two way 
street. Top & Bottom not Top vs Bottom.

The key to true democract happening is that everyone can participate and that 
means smart people, tech people and uneducated people.

A tool I think is to assist not take over.

think it is less to do with democracy and more to do with the inner 
workings of the system things like ASBO are more legal than democratic 
issues and with the justice system involved it is going to have to take 
time. I am not a fan of the local authority but the thing is that they 
have to have a long winded process or they will get overturned in a 
judicial review.
