Francis I do know what you are saying for example London is unique in UK local government but than so are Wales Scotland and Northern Ireland in that they have their own regional governments.
However in saying that I think it is worth a try and maybe someone like mysociety will look into it. It is going to be a big project and it will have to be done in a way I have not thought of but then it is something we desperately need in this country.
