I think a lot of councils have, it's certainly the case in Staffordshire and (I think) Warwickshire. They do tend to make the place look messy though, and they never get taken down after the election, so it's probably not a bad thing. When I lived in Richmond, I got *tons* of flyers, almost all year round, but since moving to Ealing I've had none - even tho I'm now in a newly formed seat (Ealing Central & Acton), so you'd expect they'd be trying harder. I have had plenty of leaflets thrust at me on the way into the tube though.
