I wonder though whether database rights cover the election data: http://en.wikipedia.org/wiki/Directive_on_the_legal_protection_of_databases says that Under Article 3, databases which,"by reason of the selection or arrangement of their contents, constitute the author's own intellectual creation" are protected by copyright as collections
but this data is neither selected nor arranged in an creative way - still I should have asked first :-(.
