I don't think it does. The ODC-BY does the reverse - it licenses the
database to the world, although it says nothing about each individual
element of the database. I think that's the exact mirror of what
Feargal asked, but I may have misunderstood him.

I don't entirely like the ODC-BY (some of its wording makes me wince)
and I'm not that keen on database licensing either, but I'm not sure
anyone else has anything "better".
