Differential privacy and other query control systems won't work in an open environment because you could combine queries either by spoofing or teaming up. Also they seem designed not to de-identify a single record, but to release statistical information in a way that makes it impossible to combine query conditions until you zero in on a single record. This is called a tracker attack.
