It's worth noting that as well as parking restrictions TMOs are also (sometimes) used for roadworks, speed restrictions, road closures and for major events (I'm one of the organizers of the UK's largest outdoor event) amongst others.

Good boroughs already seem to publish this information - random Google search elicited http://www.croydon.gov.uk/transportandstreets/rhps/roads/closures/notices and others.

In London these TMOs have to be submitted to Transport for London.  If they could be persuaded to open up their data we'd solve a whole region.  But of course we know how reluctant TfL are to open up data.
