I am looking for some advice, and hopefully a recommendation.

Given you're asking on a mySociety mailing list, my answer is - use http://www.writetothem.com/ ? :-)

Robin Houston wrote a wrapper around WriteToThem for a specific campaign (the 10:10 Lighter Later one) which can be found at https://github.com/robinhouston/write-to-mp

the user's constituency is looked up using theyworkforyou's postcode
API (for which we already have agreement).

From a quick look, I can't see any email to TheyWorkForYou from you - what kind of usage levels are you expecting? What campaign is this for?

However, it seems tricky to find an SMTP service permitting setting of
the headers in this way.

You need to learn more about the difference between the headers of an email (From, Reply-To, etc.) and the SMTP envelope, which do not have to be the same, for starters.

Matthew
