Hello,

As Matthew said in his email we're currently working hard on a project
called PopIt that will allow you to gather exactly this sort of
information and share it with others. It's currently still a work in
progress with many key features missing - but an alpha is running that
you can try now:

  http://popit.mysociety.org/ # for creating a new site
  http://us-presidents.popit.mysociety.org/ # an example site
  https://github.com/mysociety/popit # the code

The idea is that PopIt would be one of the components described in
that blog post. It would allow you to store details of people and
their relationships to different organisations - for example
politicians and their party memberships. It will also store some
biographical info and contact details as well. Starting a site is just
like creating a blog and once done you can start to enter details.
There is a REST API too that makes sharing those details easy, and if
you are a developer makes it easy to add data.

For your particular use case of historic party memberships it is not
ready to be used - we have not implemented the partial dates yet:
https://github.com/mysociety/popit/issues/60 Storing dates in this
flexible way is one of the things we are doing so that PopIt can
handle real world data with all its messiness.

If you have any more questions I'd be happy to answer them - here or
off list. After all you are our target audience :)

I hope that helps,
  Edmund
