You can get some of what you're asking for through the GOV.UK search API
(note: currently unsupported, and this is subject to change / removal
without warning. That said, both the site search on GOV.UK and some other
search features on the site use it, so it's relatively stable).

For example:

https://www.gov.uk/api/search.json?order=-public_timestamp&filter_format=policy

will give you some JSON containing details of policies in order of last
updated (you can page through this list by adding a "start" parameter with
the offset of the item you want).

Drop the "&filter_format=policy" bit to get everything in the index which
has an update timestamp (which is all things like policies and
publications, but currently not some of the more general advice, etc - it's
most of the content, though: currently 115084 documents out of 127417).

There's ongoing work in GOV.UK to improve the data quality (eg, add update
timestamps to everything), and to build email alerts and "latest change"
feeds for more types of thing. Much of this work is being tracked in the
Pivotal Tracker instance for the "Search and Browse" team in GOV.UK, which
is publically readable here:
https://www.pivotaltracker.com/n/projects/1110932. For example, we're
currently building email alerts for all content on a particular topic
<https://www.pivotaltracker.com/epic/show/1414594> (eg, "VAT") and
corresponding "latest" feeds for all content on a particular topic
<https://www.pivotaltracker.com/epic/show/1419316>. (Click the "ADD/VIEW
STORIES <https://www.pivotaltracker.com/s/projects/1110932/epics/1419316#>"
links on those pages to see the actual stories we're working on.)

We prioritise and plan our work based on user needs, so as David said if
you have user stories for things you'd like to see, I'd be happy to talk
and understand the related needs.
