We are getting an erroe while installing DGEE 0.1.6. the following error is occuring..

We have installed all the prerequisits prior to this installation and the list follows:
1. Portable.net:
1.pnet
2.pnetlib
3.treecc
Then I installed DGEE:
1.phlib
2.goldwater
3.dgee-0.1.6
Please solve my error as it is troubling my installation process.
