[developers] plan: eval of import module suite

I plan to evaluate Drupal's import module suite in the next couple days 
and report back with findings. I will develop upon that suite as needed 
or request that current author  do so. These are the modules which allow 
for consuming RSS feeds. When we have a handle on its capabilities, 
Neill et al will have better information for the RSS producing module - 
export.module.
