[developers] trouble with error subroutines

I know that as soon as I send this I will figure out what I'm doing 
wrong, which is why I'm sending it. I've got an email checking 
subroutine in endorse.module that is accurately catching incorrectly 
entered email addresses, but it's not returning a proper error message 
to the user.

And separately, do we want the site admin to get a copy of each email 
sent?
