But what if you dont want to place them outside the WEB-INF?
You are closing all the other options, while imho making it
configurable, isnt a difficult thing to do, and it can have the default
behaviour as you propose.
It becomes also possible to turn of the backward compatibility in a very
easy way. (or do you think implementing this will be a time consuming
job?)
