I think it is not desirable to do this. My proposal: remove current builders that are specific to an application (i.e. bugtracker and community), and instead let the applications install these builders.
Activate a number of basic builders, but leave the rest either inactive, or remove from cvs. I also propose to drop a number of very vague builders that are not used anywhere (i.e. videoparts).
Builders that should (imo) be dropped from the cvs builders directory. They will be installed by the applications that use them. At any rate they are useless without the applications.

(application: Basics)
jumpers

(application: BasicAuth)
authrel, people, urls

(application: Bugtracker)
bugreports, pools*, cookies, groups, mmevents, rolerel, users

(application: CloudSecurity)
mmbaseusers

(application: Community)
channel, chatter, community, message, mood

(application: Codings)
news

(application: MyNews)
news, mags, jumpers, people*, posrel*, urls*, mmevents

(application: MyYahoo)
jumpers, people*, pools*, urls*

people, pools, posrel, and urls (and possibly news or mmevents) are more generic. It might be an idea to make a better application that includes all these builders, probably expand MyNews?

Btw I am in favor of dropping jumpers from MyNews and MyYahoo - why are they part of those applications?
