When commityting a bugfix, you are required to include, with your fix, a a message to what the fix entails. Asside from the bugnumber, this includes a short descripton of the bug, and, if the change is complex, a short description of the change.
Merely including a bugnumber makes it difficult to verify what you have fixed (have to open a browser, browse to the bugtracker, find the bug, etc.), esp. a problem when some of one's responsibilities is to monitor the CVS.
